Allen has represented trade associations and companies on many issues involving legislation, regulation, and government enforcement. He has represented the trade association of the discount health care industry since its inception, focusing on state legislative and regulatory issues in states across the country. Allen has advocated on behalf of the discount health care industry before the National Association of Insurance Commissioners, National Association of Attorneys General, and regulatory agencies and legislatures in more than 25 states. Allen also advises trade associations regarding organizational matters including non-profit status. He regularly provides strategic advice to trade association members and other entities on regulatory, compliance, and corporate issues, including frequent analysis of how new business concepts comport with existing law.
